Madigan Signals He's Willing to Negotiate

Illinois House Speaker Michael Madigan said on the House floor Tuesday that he's open to "changes" to the state workers' compensation system in an effort to reach Gov. Bruce Rauner, but not at the expense of injured workers. "We are not going to use the government to force people, injured workers, to welfare or to the emergency room," Madigan said, then repeated the statement for emphasis.
