An investigation by the Massachusetts Attorney General's Office led to the arrest of two Milford business owners for allegedly submitting inaccurate payroll reports to avoid workers' compensation premiums.
Prosecutors charged 31-year-old Segundo Nicolas Muyubisnay Cungachi with five counts of workers' compensation fraud and two counts of larceny over $250.
