By Michael Whiteley, Eastern Bureau ChiefGeorgia lawmakers are trying for the second year to pass legation that would require that all pain management clinics be licensed and wholly owned by physicians, a move supporters say was triggered by the northward migration of South Florida "pill mills."The House voted 150-15 on Feb. 20 to approve House Bill 178.
