The Oversight Panel was established by House Bill 373 in 2014 in an effort to contain costs and lower workers’ compensation insurance rates in Delaware. The panel has worked to create a Medicare relative value based fee schedule and is working on ways to reduce workers’ compensation medical expenses by 33% by Jan. 31, 2017, a goal set by statute.

Rhoades is past president of the Delaware Trial Lawyers Association. He has served on the state Workers' Compensation Health Care Advisory Panel and the Workers’ Compensation Advisory Council.

A former law clerk to Delaware Supreme Court Judge Henry R. Horsey, Rhoades earned a bachelor’s degree from University of Delaware and a law degree from Widener University.
