Court Affirms Change in Disability Status Under 2018 Law

The Commonwealth Court of Pennsylvania affirmed the modification of a police officer’s total disability benefits to partial disability, pursuant to a law enacted nearly 10 years after the officer was injured. The court said in Lanzara v. City of Philadelphia, an unpublished decision handed down on Dec. 22, that workers’ compensation benefits aren’t a vested right shielded from the effects of retroactive legislation.
