The Resource-Based Relative Value Scale fee schedule mandated by Senate Bill 863 is accomplishing the goal of shifting medical payments from specialists to primary care providers, the Workers' Compensation Insurance Rating Bureau said.
At the same time, the rating bureau said in a report published Friday that the actual costs of implementing Medicare's payment methodology for California's workers' compensation system are lower than initially projected.
