States faced with budget deficits routinely raid workers’ compensation funds, but Pennsylvania’s current budget bill has a provision that has drawn the ire of a think tank and a national insurance trade organization.
Senate Bill 1073 would allow the state to take an unlimited loan from the Workers’ Compensation Security Fund to cover shortfalls in Medicaid payments.
