Board Strikes Two Doctors From Authorized WC Providers

The New York Workers Compensation Board has crossed two doctors off its list of providers after one resigned his authorization and another pleaded guilty to defrauding the system.

Dr. Marat Tsirlin on April 17 resigned his authorization to treat injured workers, and is now barred from providing care, the board announced. Reports submitted by Dr. Tsirlin for services rendered before April 17, 2018, are valid, but will be considered invalid for any services rendered on or after that date, the bulletin said. Requests to cross-examine Dr. Tsirlin for services before April 17 should not be denied due to his resignation.

Dr. Gregory B. Shankman, 69, an orthopedic surgeon, pleaded guilty April 10 to submitting false bills over a two-year period, defrauding workers' compensation insurance of more than $86,000.

Shankman's authorization was temporarily suspended last August, after his arrest following an investigation by state authorities. The revocation is now permanent and Shankman is prohibited from treating injured workers, the board announced

Reports submitted by Dr. Shankman for services rendered prior to Aug. 28, 2017, are valid, the board said, but reports submitted on or after that date are not. Requests to cross-examine Dr. Shankman for services rendered prior to Aug. 28 should not be denied due to the removal of his authorizations, the board's bulletin said.
