Governor Gray Davis vetoed SB 996, as anticipated. Stating that the proposed legislation 'includes proposed reforms to the workers' compensation system that are not sufficient to support such a large benefit increase without having an adverse impact on the California economy', the governor in his veto address says he recognizes the need to increase benefits, but that there must be reasonable measures 'to ensure that California's system of workers' compensation operates in a fair and cost efficient manner.'...
