A federal appellate court will not allow a death-row inmate who killed four people he suspected of conspiring to defeat his comp claim to continue his pursuit of habeas corpus relief.

Facts: On the evening of Dec. 23, 1987, and into the early morning hours of the following day, operating under a belief that his friends were conspiring to thwart a pending workers’ compensation claim he had filed against his employer, James Eugene Bigby murdered four people, including a 4-month-old child whom he drowned in a sink.
