A market conduct examination by the South Carolina Department of Insurance criticizes the National Council on Compensation Insurance (NCCI) for flaws in adjustments to experience modifiers in Second Injury Fund cases and errors in the earned premium data submitted by carriers.The Insurance Department's review was triggered by a 2005 call by NCCI to increase loss costs by 32.9%.Linda G.
