In keeping with legislation passed early this year, the Minnesota Department of Labor and Industry has adopted an expedited rulemaking process, and has published new rules governing treatment and compensation for post-traumatic stress disorder in first responders.
Under the expedited process, required by House Bill 3873, which was signed into law in January, the department did not request public comment, and no statement of need and reasonableness was required. The rules will be published in the State Register, and if more than 100 people request it, a hearing will be held, the bulletin said....
