A New York appeals court on Thursday upheld a lower-court ruling affirming the validity of the state's regulation requiring agents and brokers to tell customers who is paying for the placement of policies. The Supreme Court Appellate Division for the Third Judicial Department upheld a Nov. 24, 2010, ruling by the New York Supreme Court in Albany County.
