When Minnesota lawmakers in 2005 carved out a special workers' compensation exemption just for North Dakota employers, it was pitched as a way to help mom-and-pop pizza shops that delivered pies across state lines.
Fifteen years later, the law has been used by large trucking companies, construction firms and others who prefer the lower premiums and limited benefits of North Dakota's state-run comp system, said claimants' attorneys who have asked the Minnesota Supreme Court to declare the law unconstitutional.
