Facts: Miguel Garcia volunteered at the World Trade Center in the aftermath of the Sept. 11, 2001, terrorist attacks.
Garcia later established his entitlement to workers’ compensation benefits for his post-traumatic stress disorder, depression, asthma, gastroesophageal reflux disease and obstructive sleep apnea.
He died in July 2016.
