A New York couple told the State Insurance Fund and the New York City Housing Authority that they were the ones doing the restoration work on a project, allowing them to earn $41 an hour each and avoid paying workers' compensation premiums.
Instead, the couple, Avtar and Sima Chand, were vacationing out of the country while underpaying workers to perform skilled labor on federally funded housing, according to a plea agreement signed last week.
