Facts: Carl Langer suffered injuries while working as an electrician on a construction project. He was working on the second floor of a building, beneath a recessed area of the third floor.
As Langer drilled into the ceiling to affix electrical equipment, oily, sludgy water poured down on him. He lost his balance and fell.
