Illinois Gov. Pat Quinn announced on Monday an "administrative switch" at the Workers' Compensation Commission involving Commissioner Nancy Lindsay and Arbitrator Ruth White.The governor's office reported that Lindsay, who was appointed as a commissioner in October, has been named as an arbitrator, and White, who was appointed in October as an arbitrator, is being appointed to serve as a commissioner.
