The human resources startup that received the largest California Department of Insurance fine in agency history can add North Carolina to the list of states that have fined it since.
Zenefits Insurance Services, a San Francisco-based company that makes human resources software for small businesses, has been fined by California, Texas, Idaho, New York and Missouri since it came out in 2015 that it was allowing unlicensed brokers to sell health insurance.
