OAKLAND, Calif. – Representatives for both labor and employers said they supported the use of the Supplemental Job Displacement Benefit voucher to determine whether a worker is eligible for a $5,000 payment from the $120 million fund created by Senate Bill 863 during a public hearing Monday.
How broad that support actually is, however, is difficult to gauge. Only four people testified out of the six in attendance who weren't with the media or the Department of Industrial Relations.
