Segarra, an attorney, was leader of the Hartford City Council in 2011 and was elevated to mayor after Mayor Eddie Perez was convicted on corruption charges and resigned, according to a news report. Segarra won an election the next year but lost in the Democratic primary in 2015.

Since 2016, Segarra has been of counsel at the law firm of Shimkus, Murphy and Rosenberger in Hartford, and also has his own practice that handles some workers' comp cases, the governor's statement said.

Segarra also was corporation counsel for the city of Hartford in the 1990s, and was a deputy state's attorney in the 1980s.

He received a bachelor's degree from the University of Hartford and a law degree from the University of Connecticut.
