Insurance fraud investigators served 22 search warrants in four Southern California counties and arrested an Orange County orthopedic surgeon on fraud charges Thursday, the San Bernardino County District Attorney's Office announced.Investigators charged Dr. Jay Allan Vogel, 62, with 40 counts of felony insurance fraud on a warrant issued by Alameda County.
