A retired lieutenant with the New York State Department of Corrections will pay $56,400 in restitution to the New York State Insurance Fund after pleading guilty to misdemeanor fraud charges, the state Attorney General's Office said. Joseph Clare was also sentenced to one year of conditional discharge by Judge Kim M. Bennett in Genoa Town Court. He pleaded guilty to attempted fraudulent practices and petit larceny.
