The U.S. Occupational Safety and Health Administration is proposing $66,600 in penalties against a New York City contractor after finding 13 serious safety violations when responding to a complaint about a construction site in Edgewater, New Jersey.OSHA said it cited Kay Waterproofing Corp for fall and scaffolding hazards after inspecting work conditions at a residential building site last December.
