Observers Ambivalent on DIR Legislative Proposal

The California Department of Industrial Relations appears to have hit the target of a good compromise in that no one seems to be completely satisfied with its legislative proposal. Draft language that is expected to be amended into Senate Bill 1160, by Sen. Tony Mendoza, D-Artesia, focuses primarily on two issues, utilization review and liens.  Not surprisingly, providers and lien representatives are concerned about the effect of the lien provisions, which they say could shift costs onto other systems or result in injured workers going without treatment.
