Now that Illinois lawmakers and Gov. Bruce Rauner have finally been able to cobble together a stopgap budget to end a historic impasse and avoid an outright governmental collapse, the judiciary may have just thrown a monkey wrench into things.
Democrats in the state House and Senate have been opposing efforts by the Rauner, a Republican, to overhaul the state's comp system, which is the most expensive in the Midwest, according to the most recent biennial study conducted by the administrators of the Oregon comp system.
