Utah Gov. Gary Herbert signed off on a handful of bills that create a way for nongovernmental entities to provide workers’ compensation coverage for volunteers, establishing a statute of limitations for requesting reimbursement from the reinsurance fund and requiring a person show an impairment reasonably limits the ability to perform work activities to qualify for permanent total disability benefits.
