The former director of workers' compensation claims administration for the Texas Association of School Boards pleaded guilty on Wednesday to stealing $514,000 from the association's Risk Management Fund by using a company he set up to submit fictitious medical implant claims.U.S. Attorney Robert Pittman said Herman G.
