City police and fire departments are not immune from the higher frequency of workers' compensation claims in the Los Angeles area, but the departments that paid a combined $141 million in comp benefits last year are at least partially responsible for the high costs and could save $28 million a year by focusing on smaller preventable injuries, according to a pair of audits released last week.
