As secretary of labor, Ramsey oversaw workers' compensation and other labor matters for the state. He takes over the new position from Hal Heiner, who was named by Gov. Matt Bevin to the state board of education, according to news reports.

Bevin also appointed Deputy Labor Secretary Mike Nemes as acting secretary for the Labor Cabinet. Nemes is a former state representative from Jefferson County.

Ramsey was the first African-American quarterback for the University of Kentucky, and went on to play nine years in the NFL. He later served as deputy secretary of commerce for Kentucky, from 2003 to 2007.
