State Compensation Insurance Fund alleges in an amended civil fraud complaint that Michael R. Drobot solicited patients and used dispensing contracts with his California Pharmacy Management to conceal kickbacks paid to doctors and others who scheduled spinal fusion surgeries at Pacific Hospital of Long Beach.
