Utilization reviews in Connecticut are required only in managed care plans, and anyone who says otherwise is subject to fines and penalties.
That was the gist of a sternly worded memo posted this week by Stephen M. Morelli, the chairman of Connecticut's Workers' Compensation Commission, after hearing complaints that some third-party administrators haven't made it clear to doctors that utilization review is not always binding.
