Unfinished Job Leads to Third Arrest in Two Years for Lack of WC

A Clearwater, Florida, landscaper and fence builder has been arrested for the third time in the last two years for allegedly contracting without a license and failing to obtain workers' compensation insurance.
Jennifer Rosier, 40, was charged this week in Pinellas County after homeowners complained that her crew never finished a fence job. In Florida, all construction firms are required to have workers' compensation coverage.
Rosier showed customers business cards with insurance license numbers, but the numbers were fake, according to a Tampa news report.
Rosier was arrested in May on similar charges and pleaded guilty that month to a 2017 charge of failing to secure workers' comp coverage. She was fined and credited for 52 days served in the county jail.
