The Utah Supreme Court on Tuesday ruled that the Court of Appeals had been applying too lenient a standard for determining when a worker is permanently and totally disabled, just days after the Court of Appeals handed down a decision that said the Labor Commission had been applying too strict of a standard for determining when a worker is entitled to benefits for the aggravation of a pre-existing condition.
