The Illinois Department of Insurance announced Monday that insurance agent Larry Chouinard of Kankakee was arrested last week by Bradley police after the state attorney general unsealed a 19-count indictment alleging that Chouinard engaged in a five-year scheme through which he collected nearly $370,000 from clients that he converted to his personal use.The announcement of such action against an agent for fraud was the second by the department within two weeks.
