For 12 years, prosecutors said, the U.S. Postal Service reimbursed a subcontractor almost $2 million for workers' compensation insurance on his employees. But an investigation by the Illinois Workers' Compensation Commission found that the transportation subcontractor, Keith Ratcliff, never purchased comp coverage.
