For 12 years, prosecutors said, the U.S. Postal Service reimbursed a subcontractor almost $2 million for workers' compensation insurance on his employees.
But an investigation by the Illinois Workers' Compensation Commission found that the transportation subcontractor, Keith Ratcliff, never purchased comp coverage. Ratcliff was sentenced to six years in prison last week after he pleaded guilty to theft, officials said.
