A videotape of a Buffalo man repairing a BMW led to his arrest last Thursday on charges that he illegally collected $3,850 in workers' compensation benefits, the New York State Insurance Department said Tuesday.Jose Padilla, 45, was arrested following an investigation by the Insurance Department's Frauds Bureau and Travelers Insurance Co.
