A report on California’s independent bill review program found seven in 10 cases result in providers being owed more money, but some believe insurers are still coming out ahead by underpaying and counting on providers to forego burdensome reviews on all but the largest cases.
“The upshot of all of this, in my opinion, is that carriers have little incentive to pay providers correctly,” said Suzanne Honor, regulatory specialist for workers' comp billing software company DaisyBill, and a former manager of the Division of Workers’ Compensation’s medical unit.
