Penn. Chiro Guilty of Student Billing Scheme

A chiropractor pleaded guilty last week in a Pennsylvania federal court to an insurance billing scheme that attracted college students by offering them a place in a clinical trial. Brian K. Watkins pleaded guilty last week to defrauding health insurer Highmark Blue Cross/Blue Shield between March 1996 and October 1999, U.S. Attorney Mary Beth Buchanan said.
