In a session dubbed the "regulatory forum," chief executives of workers' compensation agencies exchanged views with insurers on what the insurers see as "trigger happy" enforcers that pepper them with fines for non-compliance. One insurer called it a "barrage" of fines for minor or inconsequential violations of agency rules.
