Garamendi Outlines Reform Phase II in Speech

Insurance Commissioner John Garamendi outlined the second phase of his "Garamendi Plan" for workers' compensation reform yesterday in a speech to the Los Angeles Treasurers Club, stating that he is going to ensure a reform of the PD rating system and will further his agenda of "24 hour" care, or universal health care, where an employee receives treatment regardless of causation (industrial or not) with the intent that disputes regarding payment for medical treatment will no longer be germane.
