The Workers' Compensation Appeals Board retains the right to review a timely filed appeal of vocational rehabilitation benefits, California's Fifth District Court of Appeals has ruled. Frank Enoch worked as a truck driver for Summit Logistics. On March 13, 1996, he sustained an industrial injury to his right shoulder by pulling a truck's wheel release lever.
