Davis Signs Budget; WC Left Mostly Intact

In signing the California budget into law on Friday, Governor Gray Davis promised to focus attention on the state's workers' compensation crisis, stating that he will call a special session if the legislature does not make sweeping changes to the system before it adjourns on September 12.
