The Albuquerque Journal reported Friday that the state Appeals Court ruled workers' compensation judges can not punish employees who file frivolous claims by making them pay employers' attorney fees. The state Legislature "did not authorize the shifting of attorney's fees from an employer to a worker", the court concluded in a unanimous opinion written by Judge A. Joseph Alarid.
