Although Hawaii Gov. Linda Lingle on Friday signed the Department of Labor and Industrial Relation's new administrative rules to overhaul the state's workers' compensation system, a bill passed that state's legislature revoking the authority of DLIR to promulgate the rules Lingle signed.
