A former Dauphin County risk manager allegedly embezzled $490,000 from the very insurance program he was supposed to be protecting, according to charges filed by the Dauphin County District Attorney's Office. Authorities contend that Garry Esworthy, 58, bilked Dauphin County out of $490,000 during a five-year scam, according to a report from the Patriot-News.
