The road to passage of Gov. Scott Walker’s budget, which includes a controversial plan to split up the Division of Workers’ Compensation, now features some speed bumps.
Walker’s budget bill calls for most of the division’s operations to be moved to the Office of the Commissioner of Insurance, while administrative law judges would go to the Department of Administration.
