Attorneys Disagree on WCAB's Decision to Strike SJDB Rule, Award Former Inmate Voucher

In an en banc decision issued last week, the Workers’ Compensation Appeals Board ruled that the California Division of Workers’ Compensation exceeded its authority by adopting rules that created an adjudicatory process to resolve disputes involving the Supplemental Job Displacement Benefit voucher.
