A bill that would have made massage therapy a bigger part of injured workers' treatment would have added costs and offered no way to measure the efficacy of the care, New York Gov. Andrew Cuomo said in explaining why he vetoed the bill.
“Medical treatment and care under the Workers' Compensation Law is strictly evidence-based,” reads Cuomo's veto message for SB 5421, sent in an email from his office.
