The U.S. Third Circuit Court of Appeals has rejected a request to reduce the sentence of the convicted ex-president of a Pennsylvania third-party administrator convicted of stealing nearly $650,000 from the Lackawanna County, Pa., workers' compensation self-insurance fund.Last Monday, the 3rd Circuit rejected arguments by Charles Costanzo, the former president of Executive Claims Administration, that he stole $93,189.95 from the fund and not the more than $647,000 for which he was convicted in 2009.Costanzo said the verdict disregarded money he was owed from the fund.
